Need help choosing a CPU heatsink

Hello guys. I got my new computer and i need a decent cpu heatsink.I got an i7 3770 at 3.4 ghz, i am not intending to overclock it. I need something to be ultra silent, like the pc is turned off and meanwhile keeping the cpu cold enough, atleast 30-40 C. I would pay max 70 euro. I was thinking something like
    http://www.bequiet.com/en/cpucooler/235
but its only working at max 1500 rpm. Would that be enough to keep an i7 at 30-40C?
Also i read about http://www.coolermaster.com/product.php?product_id=6796 . Its good i think but still 1600rpm. Any suggestions?

Also i forgot to mention that i live in cyprus, and the weather in summer it can reach up to 37-45 celcius. Also my case is http://www.ebuyer.com/395154-aerocool-vs-3-case-vs3 with 2 fans on the side panel, taking out the air, and one at the back also taking out some air

I'd recommend something along the lines of the Akasa Venom Voodoo:

Go for the bequiet which is just a nice cooler and you don't need fans running above 1500rpm if you aren't intending to overclock or just a soft overclock.
