Question on Arcane reforging

So I was wondering something on reforging atm, with my current gear and racial (troll) how exactly am I suppose to reforge my gear?
I'm a troll, so I've read that the hard haste cap was alot lower than other races, so do I go full mastery, full haste, or do a mixing in between?
I can't post a link but my character is Ordelin from Mal'Ganis. (I know he's reforge to frost atm, but bear with me please :P)
If you guys could help me out with this confusion I'd appreciate it alot.
