Upgrading and Tyrannical Gear

With Blizzard's restructuring of PVP gear seemingly ever other day, I've come across some issues in using conquest to upgrade. I can't decide what order I should pick up Tyrannical pieces from here. The majority of the pieces are small upgrades in normal stats with small losses in pvp stats.

90% sure the following is still true:

We have a plan. It should also help with the fact that you can ugprade 5.3 PvE gear but not PvP gear."

-from a Tweet response, front page of MMO-C currently. There's a longer answer around somewhere, but they're limiting the ilevel for PvP, as I recall, and changing the way PvE gear works in BGs/Arenas rather than bringing item upgrades to PvP... which means you won't be upgrading anything.

I wasn't meaning the actual upgrade system, but replacing Malevolent with Tyrannical.
