It is utterly useless and you cannot delete it.

I despise apps that cannot be deleted. At least on my current phone I'm allowed to disable anything that I don't want, which means it doesn't show up in my program list, doesn't run, and doesn't get updated. It's still taking up phone space by existing, but at least it's taking the minimum possible space.

I haven't updated my phone's OS in forever. I would, but majority (read: all) of my apps get deleted and frankly, I don't keep track of all the apps I have and I like my apps to be set up in a particular way.
