Unlike SWP this time Blizz balanced progression gains around realm population. Lower pop realms need fewer daily quest turn-ins while higher pop realms need more turn-ins to gain the same %. Sounds like it's working.

I don't think so. It sounds like it's a random region-wide timer that is realistically simply going up. I'd find it extremely hard to believe that the highest pop realms are are the same percent that the extremely low pop realms are at. It just doesn't jive to be always at the same % unless the quest turn-ins are set extremely, extremely low and they put the cap in place so the highest pop servers couldn't get to 100% within a night. Burning Blade EU 4% with 100% Horde apparently. Which seems strange to me. There's many more Alliance than Horde on my server.
