buffs from outside the enconter

Does anyone remember if the people who used Garajal trash buffs (spellstolen) to help with the encounter get banned, because I've found a 2 minute buff that helps quite a bit and persists through summon into instance.

They weren't banned. The difference is: They kept the mobs which they stole the spell from in cc during the whole fight. The buffs weren't from "outside the encounter".

If you use a buff from outside the instance you might get in trouble.
