Yeah we do. It's called Fire Blast and Frostfire Bolt. The latter is mana positive with IW (even more with RoP if you want to be even more rooted) and can proc free Arcane Missiles.

Don't expect amazing DPS during mana regen though.

Fire Blast first, because it's instant and can be done on the move along with ABarr and your bomb of choice (that is, not Frost Bomb). If that doesn't proc AM, then cast FFB but try to keep your Arcane Charge stacks up.

If you're Mastery geared and have low mana you're probably playing the spec incorrectly. The only time you should be low mana is if you're Haste geared, and hence you've taken Invocation as your final talent and removing the problem of low mana is an Evocation away (and you get rewarded for completing it).
