Holy fire costs anywhere between 5400 and 3780 (assuming inner fire). If you like smiting, solace is worth less mana. If you only gain evangelism though solace it would be worth more.
With the 2 set buffing archangel to insane levels (10% crit, sup?) you want to use it on CD, which means that you'd probably have roughly one use with zero (right after AA popped), one use with 2-3 stacks, and one use with 5 stacks .
That said, when you consider such small things like average archangel stacks, then you should also consider mindbender's possibility to not get all it's hits in (dying mobs, moving mobs), it's more severe cooldown punishment for delaying, and the fact that it provides a ton of mana at once, while solace is a little mana every so often. If you have a tide, hymn, whatever going on, the chance of overcapping mana with mindbender is much bigger than solace =P.

To be fair even if you assume that the average solace is cast with 0, 2 and then 5 stacks it's a 10% reduction to the mana gains of the talent so it doesn't really qualify as a "small thing" at that point. Also, I'd argue that as soon as you're wasting mana the talent choice isn't particularly important any more. Besides, in a sense it's just as easy to waste mana with solace, the only difference is that the overcapping comes from the other things you listed rather than solace itself. It's probably easier to avoid overcapping with mindbender as long as you know when stuff is being used.

I'm not really arguing for one talent over the other, I just don't think all things were being considered. That's all.

Are atonement heals still capped at 30% of the priests HP? Can't seem to find a definitive answer

Hotfix (2011-01-05): "The heal from Atonement is now capped at 30% of the priest's health before any modifiers such as healing percentage bonus effects/talents

The second week of ToT they changed atonement to be capped at a 50% damage increase rather than based on the priests hp. No matter how big the target's damage taken is increased by, you will never get more than 50% increase on your atonement heal. They have never said they made the change or included it in a hotfix, but they did it.
