Why the constant nerf to BM?

I'd rather use a website where I can find prebuilds or put it together on the website. I have two 90 toons at 475+ item levels & need to start taking raiding seriously. I bought a HP Envy H8 1534 today because I got a good deal but some people told me I could have gotten a way better PC. So I might take it back tomorrow and order something.
Thanks in advance. Budget is 1k, hoping to be able to run Wow in 25 man raids on High or Ultra without lag. I am a total PC nub. Just know how to use them
