I would speculate that we get the epic cloaks first, then eventually upgrade them into legendary.

Yea, that's what I was thinking - the enchant is legendary like the gems we've gotten so far, upgrades the cloaks to 'fancy mode'. Could be something like the Eye of the Black Prince that adds a gem socket.

Well the 4 capes I saw before, maybe they will look different once you upgraded at maximum.

What is this garbage. Legendarys should be weapons. Gems? Cloaks? That's not very fun and I don't desire that as much. Wll, unless it has a cool proc. That's what they're all about. A legendary with just stats that doesnt do much isn't that exciting. At least add a slowfall to these or.....something.

The weapons will probably come in 5.4, these other patches are just building up to it.

From what the voice files have shown, I'm guessing you'll get the basic cloak part way into the quest line, and the upgraded cloak after you finish it.
