Fabled Feather trinket

Seems the proc rate is quite low, plus the way it works, makes it pretty hard to time my CDs with it. Anyone else having problem also?

You don't time your CDs with any of the trinkets AFAIK, simply because they are RPPM based and too unpredictable to do so for a consistent DPS gain.

Secondly, its always been like that. Dont get hung up on ppm.
