TellMeWhen can do this. I much prefer it to NeedToKnow. I think it is more powerful, especially when you start adding conditions.

I would personally recommend you to use Weak Auras, since you can program some really complicated things with it if you want, and if you're not into that, you can still make some nice looking stuff with it
