T15 Set-Bonus Stat Weight ?

I know both are pretty good but my question is, is the 4p good enough to wear the nhc set instead of a hero hc item, at the moment i good the breast from the first boss hc and shoulder from tortos hc, i couldnt find a source for stat weights or something similar. at the moment i think the 4p is good enough for that but i want to make sure......

Both because the rest of the stat weights are close, or at least in the same order ill change speccs from fight to fight, two dps speccs at the moment.

Sim it, everyone's gear is different so everyone has at least slightly different stat weights.
