Does a "healbot like" CC addon exist?

I'm wondering if anyone has come across an addon that is like healbot or grid but instead of showing party members it displays enemies. That way you could bind CC spells into the addon and click the healthbar/picture of an enemy player to applied a given CC so you don't have to click through or tab through targets and it would free up the taskbar or mouse button bindings.

I know mouse overs are an option but not really what I'm talking about. I'm not sure if this would even be possible but it would be awesome. If this doesn't exist, someone needs to create it!

Easily done with a focus target.

Focus your intended target.

There is no way to show all of the nearby enemies' health frames on a grid like in the Grid. The closest you could get would be to show enemy nameplates and use the following macro:

Pretty sure it's only possible to do such a thing in BGs and Arenas. If you're of the PvE persuasion you're out of luck.
