Since gear gets scaled to 463 in challenge modes, does that mean that pvp and pve gear are the same? (i.e. Malevolent gloves and Normal ToT gloves)?
Your PVP gear will be scaled down to 463, yes, but that will also include PvP stats. In other words, if you're wearing PvP gear, you shouldn't be in challenge modes.
edit: Unless the PvP stats don't count against the item's budget, in which case it would be fine.

Another thing to consider is that PvP trinkets and weapons will be undervalued because trinkets have a lot of wasted stat points on their passives and weapons/off hands only have one secondary stat on them instead of 2.
The itemization, sockets, and socket bonuses are the best things to look at when considering gear for challenge modes.
Do set bonuses stick around in Challenge modes?
No. Nor does the +500 stat legendary gem. The +1 Prismatic Socket works fine. I don't know about the legendary Meta Gem.
Furthermore, PVP gear might not be the best solution in challenge modes. Not because they're underbudget, but because several of the set bonuses are PVP stats (IE, resil or PVP power). That said, they're passable, except the trinkets.
