    If you kill the shaman in 4 seconds of garrote, that's on your teammates for not peeling. I doubt you can do ~500k damage in 4 seconds, though. As soon as garrote is off, he can use SR. There's also trinkets for situations like this. Enhance shammies actually have better defensives than a couple melee, such as Arms warriors.

    Subterfuge and cloak means a rogue can be unpeelable for 8 seconds and with only a 1 minute CD on cloak, it's not too punishing to use offensively.

    Then survive. After garrote is off you are free to use defensives. Your allies can peel with physical stuns and such still. Your allies can apply pressure to their team. And if he uses it offensively, then you get on him after his opener. I'm not saying rogues aren't strong right now, but they are already getting nerfed by quite a bit next patch. Cloak of Shadows is one of their defensive skills, especially against an enhance in Ascendance. Subterfuge keeps them stealthed, it does not necessarily make them unpeelable. Difference being ground-based peels still work, such as explosive trap or frost mage pet nova.

    This isn't even mentioning the fact that Enhance may have the one of the strongest burst sequences next patch, along with damn good utility.
