Did Blizzard just hotfix an ilvl requirement onto Awakened LFR?

So I just got the meta and had a straight forward question:
does this proc hold priority above all others in regards to its function? Should I refresh all my dots even if I have lets say a Perfect Aim proc up in order to attempt more procs from the rppm system and how it's effected by haste?

From what I heard, affdots doesn't show the gem's proc, but it should be implemented soon.
On the last part of your question, refreshing your dot with a haste buff won't affect the RPPM system (might be wrong, but I'm pretty sure).
