It's an oversight. If it was meant to be reverted, it would appear with a line through it, like the other changes ("ice trap on DR with scatter... aaaaaand it's gone").

I'm not sure which patch notes you're reading. These, updated on may 14th, saying that:
Cloak and Dagger now requires the Rogue to be in Stealth. Shadow Dance will not remove the Stealth requirement for Cloak and Dagger.

The MMO-C front page is just a list of updates to the latest PTR - all previous, not-removed changes are still planned to be in effect. Closing this to prevent confusion.
