Does someone know who to get this Buff at Lei Shen:

This buff is not specific to the lei shen encounter. It is tied to Wushoolay's Final Choice. That's the buff you get that shows the stacks and Wushoolay's Lightning shows the duration.

I don´t thing so.
I saw logs from WOL where people got this buff but dont have the Wushoolay's Final Choice.

Adds get +25%/50% dmg buff and no, it's not spellstealable. Besides, it has a different name.

All evidence points to Wushoolay's Final Choice, tbh. It gives two buffs. One when it procs that lasts throughout (Wushoolay's Lightning), and the other is the stacking buff (Electrified).

The buff is Wushoolay's, OP. I've got an aura by ID number for stack tracking. That's the number. The buff on the large adds is spellstealable, but it's called Amplifier. Electrified, as the ID you linked, is the stacking portion of the trinket before ilvl scaling. Whoever is in the logs you're looking at has that trinket. They might not have logged out with it equipped, but they're using it. Check the uptime against Wushoolay's Lightning buff. It'll match up.
