LFR talisman of rage(crit) or Gaze of the twins(str) . Both give 1218 of the primary stat. The secondary stat totals 6385 with a stacking buff. So which is better and why?

While simcraft would be the best way to go I believe Talisman is the better of the two since Talisman has a chance to proc from EVERY attack you make whereas Gaze only procs off crits. That along with Talisman having a higher RPPM modifier than Gaze (3.3 versus 0.825*(1+MeleeCritChance)) should make it the better of the two.
