There is never a 'best spec for x patch'. Only a best spec for a specific encounter.

There's been no balancing moves made this PTR cycle, so there is no way to tell how 5.4 is going to turn out yet. I suggest you discuss the pros and cons of the specs in 5.4 in the 5.4 discussion thread found here: http://www.mmo-champion.com/threads/...5-4-discussion
