So I'm putting a pvp set together and I was curious if using the 458 sets would be better than my pve gear since there is a rather large item lvl difference. I have 2 496 pieces that I plan on using, hands and legs. So I wouldn't be able get a full 4 set. So I guess the question is which is better 458 pvp gear or 530 pve gear.

The general consensus for non-trinket armor has been 496 PvP > 496+ PvE > 476 PvP > ??? because I don't follow PvP well enough to track down questions I haven't read a hundred times. If you've got good PvE gear, don't drop down to 458, or even 476. Just grind that conquest catch-up section.
