Few questions on the midsummer event

I spent alot of my blossoms on the brazier and pet but i dont have enough left over to complete the "burning hot pole dance" achievement. Where can i get lots of blossoms? I have done all the honor and extinguish quests.

"A thief's reward"

I cant find this quest anywhere, no npc has it. How do i start it?

1) Probably will have to do it on an alt
2) A Thief's reward - go to each of the 4 main enemy capital cities and use their bonfire and you'll get 4 separate quests. when you complete those the same dude will give you a thief's reward
