incinerate/fel flame macro

Is it possible to make a macro that will always cast incinerate unless it's not able to in which case it will start doing fel flame?
for when (fire) spell locked and maybe while moving (assuming you don't take kjc and don't have a backlash proc).

I know there's a macro section on these forums but more people/warlocks will see it here.

Nope, this would be an automation and blizzards macro system no longer supports / allows this.
