Need Some Help With Picking Parts

I live in Sweden and prices will most likely vary. I've built a few other computers before but never OC'd one which I would like to try this time.

Budget: Around 12000 SEK ≈ 1750 USD. Can go up but would preferably go down instead

Goals: OC the processor as high as possible on air. I currently play a lot of Single Player games, League of legends, Rift, Planetside, Diablo 3, PoE and I'll most likely play most big titels that come out. I want to run 1920x1080 on a single monitor and would like to go as high as possible and still maintain a steady 60+ FPS. I also don't have much against turning off shadows in mmo games.

I have all peripherals as well as 180 SSD, 2 TB HDD and DVD Drive.

What I need some feedback on:
I'm not sure on which GPU, CPU and fans to pick, I was thinking about SAPPHIRE HD 7950 3GB GDDR5 OC VAPOR-X, Ivy Bridge I5-3570K and 4x Noctua NF-A14 FLX but I'm uncertain after reading a bit. GPU seems to be well enough for me but there might be better options for the money and the Haswell vs Ivy OC thing is making chosing one hard. From what I've read the haswell seems to perform much better in mmos while it seems to have greater chanse of being a bad chip. I might not need 6 fans as well and would like some input. The Define R4 has quite a lot of 140mm fan slots but I'm unsure on how the they would interact if I run 6x (1 bottom, 1 rear, 2 top, 2 front). Could also change motherboard but the one in the list seems quite nice for the price. I will however have to change it if I go with the haswell processor so suggestions are always welcome!

What I was thinking about getting and would like to see some opinons on:
    PCPartPicker part list: http://pcpartpicker.com/p/1e92L
    CPU: Intel Core i5-3570K 3.4GHz Quad-Core Processor ($189.99 @ Microcenter)
CPU Cooler: Noctua NH-D14 65.0 CFM CPU Cooler ($78.99 @ Newegg)
    Motherboard: Asus P8Z77-V ATX LGA1155 Motherboard ($179.98 @ Amazon)
    Memory: G.Skill Ripjaws X Series 8GB (1 x 8GB) DDR3-1600 Memory ($68.99 @ Newegg)
    Memory: G.Skill Ripjaws X Series 8GB (1 x 8GB) DDR3-1600 Memory ($68.99 @ Newegg)
Case: Fractal Design Define R4 (Black Pearl) ATX Mid Tower Case ($99.99 @ Amazon)
Case Fan: Noctua NF-A14 FLX 68.0 CFM 140mm Fan ($22.99 @ NCIX US)
Case Fan: Noctua NF-A14 FLX 68.0 CFM 140mm Fan ($22.99 @ NCIX US)
Case Fan: Noctua NF-A14 FLX 68.0 CFM 140mm Fan ($22.99 @ NCIX US)
Case Fan: Noctua NF-A14 FLX 68.0 CFM 140mm Fan ($22.99 @ NCIX US)
    Power Supply: EVGA SuperNOVA 750W 80 PLUS Gold Certified ATX12V / EPS12V Power Supply ($109.99 @ Newegg)
    Total: $888.88

List does not include the SAPPHIRE HD 7950 3GB GDDR5 OC VAPOR-X as I couldn't find it on partpicker. It costs around ~360 USD in Sweden.

You won't need that many case fans, in my opinion.

I wouldn't think you would need 16GB of RAM, either. 8GB should be fine unless you're planning on multi-monitor or an intense multi-tasker.

At this point, the 7950 has fallen into a weird niche. Most people either get the 7870 XT (which will run at 7950 levels) or with the recent price drops, the 7970. However, I would get the GTX 770 over either just base don experience and personal preference - AMD's drivers are a pain in the ass.

The 3570K should be fine. I play on an i5-3330 (non-OC) with a GTX 770 and have zero issues with MMOs or bottlenecking. SB/IB/Haswell really is that good.

Noctua has always been a solid cooler, but many have popped up that are very similar. Phanteks and Thermalright are both making some nice kit these days. Check them out as well.

If you do want the increased fan flow, make sure to pay attention to the decibel level of the fans. I would say you'd want to shoot for around 20db, no more than 25db at load. Otherwise, you'll be hearing them all the time.

PWM fans are a godsend on this level. Having all the fans (sans the PSU/GPU) speed up and slow down with the temperature of the processor is fantastic.

Check into filters, too. Silverstone makes some nice, cheap ones.

    Prices, urgh...

    Thanks for the reply!

The prices here in Sweden are sadly not like they are in the US =/

Card Price in SEK Converted to USD
    7870 XT 2200 324.469
    7950 2600 383.463
    7970 3300 486.387
    GTX 770 3900 575.040
    7970 GHZ 3500 515.948

Here the 7950 almost costs as much as the GTX 770 does in the US. I don't think the performance/money spent is worth it for the jump, sadly

Edit: Is the tax calculated into Amazons US prices? Prices will be a lot closer if they are.
