It seems that the storm hit the datacenter in some way and the system switched into disaster recovery which is normally the standby redundant of the active system which has the same database with half the system resources. The problem of going down most probably happened during the failover and high probably as a DR-test was not made for CRZ-grouped servers that are distributed in different data-centers a solution to handle this was high-probably not developed.
Though for big business like Blizzard, the complete Disaster Recovery procedure starting with the failover ending with the failback into the active system would not be taking longer than 24-hours.Suggesting Solutions for Solving Player Interaction Problems in Online Gaming
