Have the group gather on one of the grates, you'll only have to dodge balls coming from one side instead of all sides and everyone will be in range of heals.
My guild 2 healed it paladin/Mw and we used Revival (can replace with HTT) on the first storm and we had a boomkin heart of the wild tranq with as many defensive cd's as we could get on him so he could stand and channel the second storm.

We managed to get him down finally. The "gather up loosely around the grate" idea seemed to help the most. Healers commented that it was nice to be able to have a specific spot to put AOE heals down (rain, priest-shiney-on-floor-stuff, barrier, etc.) and the DPS were also happier being able to dip in and out of the AOE healing whilst dodging the lightning. Ontop of that, we managed to kill it with 1 dps dead after the first storm. Phew!
    Congratulations on your kill.

sounds like your dps are probably trying to dps during the storm. Just have them avoid lightning balls and do nothing else, except pop defensive cd's so the healers don't have to worry so much about healing and can also avoid lightning balls. Also, have your healers dispel some ppl during ionization. Having all of the dps use cd's makes the ionization period last longer for some of them, shortening the amount of good dps time in pools that actually counts.
