I'm thinking more pvp (just a consideration). I'm sure there must be a time frame in which it is of benefit. Fights shorter/longer than etc.

going from anaxies rank 15 jin'rokh kill (since I assume he will optimize everything):

Censure is 7.0% of total damage. Seal of truth DD is 4.6%. so you trade 3.5% from Censure for less than 2% from SoT.

I think there is a specific situation though, where it's actually a DPS gain: a fresh level 90 paladin with a normal or heroic weapon from ToT or SoO. because censure scales with SP and SoT scales with WDPS, in theory it could be possible.

Yeah I've done my own testing. Even the buffed version is still a DPS loss :-S The only time out of 5 random BGs it came out as a DPS boost would have amounted to an increase of 0.1%. Defo not worth it.
