To enter 2nd flex wing will you need to have killed 1st wing?

I'm running flex and am wondering if anyone knows the answer to the q in the title. I have cleared the 1st wing and will be set to "raid leader" but if there is anyone in my group that doesn't have credit for completing vale, will they be unable to get in?

Not sure if the answer to this is known yet but it will help me plan whether to go straight to flex wing 2 next week or whether I will need to start at wing 1 for those without credit. Thanks!

I'd hedge the answer to be Yes, but we won't know for sure until the next wing is open.

edit: you'd have to start the group with you as raid lead, no clue about others jumping in
on 2nd wing because it feels like the mechanics to Q'ing for Flex are half normal and half lfr.
