It boils down to whichever you have that's higher iLvl/better stats (crit and str, primarily.) They both run really close, given equally decent weapons.

Arms cleave is vastly superior to Fury AoE. Fury AoE has a small niche in that its Bladestorm damage is slightly higher, but this only makes a difference when you will have very short intervals of AoE damage at 1min + intervals. If Arms has any chance to cleave outside of that, it will be higher.
That said, Fury will almost always have higher damage on target; most fights favor this over actual AoE damage, so pick accordingly.
