How do Oqueue contracts work?

I see them pop up when I log in now. I'm assuming it's a hitlist of some sort. How do you create one, and how are you paid for the kill? I could see this becoming really fun if it catches on and payment is easy. Can an addon actually take gold out of your inventory and give it to another if on the same server?

the competitive bounty board is to promote wpvp and is part of the overall weekly score being tracked by oQueue

there are 3 types of contracts. each rewards 'crowns' (not wow gold) which go to the faction and not the player.
