Why is pvp progression almost entirely deterministic?

I always wondered why this was the case. I get that you can't have people in bgs drop gear like bosses do but why not a random system where you potentially win something at the end of the bg instead of simple buying gear with currency? Or better yet why can't the current pvp model apply to pve as well? The developers had such a boner against valor gear but apparently conquest and honor are fine? Do pvp players not get the joy and fun and awesome happy happy of bullshit rng?
    The hammer comes down:

And the tiny fraction for whom heroic raids are currently well tuned? Too bad,so sad! With the arterial bleed of subs the fastest it's ever been, the vanity development that gives you guys your own content is no longer supportable.

RNG is RNG. The developers /rolled to see how gear would be distributed for PvP and PvE. PvE rolled 45, and as such is stuck with RNG loot. PvP rolled a 92, so they get strictly purchasable gear.
