So, I know this isn't happening in the US, but from my understanding the leaders are being charged under statutes similar to the RICO laws we have in the US. Anyone in the organization can be charged with any crimes the organization commits. So the leaders wouldn't even need to be directly involved with ordering said criminal acts.

I first grew up in an area where there was pretty much only Finnish people living and then went on to live in an area with 30+ nationalities and a lot more different cultures.
