Ok, I've tried it myself and I couldn't get it to proc. I've also seen some high rated players using it. So does it work in pvp or not ?

Nope it's the legendary caster one with crit and haste proc.

The melee one works but it only hits for like 14k-30k and takes longer to proc, not really worth it imo.
