I think the OPs idea is running old dungeons scaled down, with old legendaries.
I dont think anyone is expecting to run current content with gear/old legendaries scaled up, that´d be insane.

Perhaps the lvl 70 stuff(including the legendary) doesn´t get scaled down, but newer gear will get scaled down like it´s with the PvP gear. Actually in PvP PvE Gear is scaled down to 497 but PvP gear that´s above 497 doesn´t get scaled down.
