Can other classes do Blood Elf start quetes or vice versa?

Hello people of Azeroth! Me and my friend is going to level some new characters soon, and we was wondering if ex. an undead, is he able to do all the blood elf questes? I remember from tbc that that was not possible, but have things changed?

Yes you can with all aside the obvious being Goblin, Worgen, DK, Pandaren and OBVIOUSLY cross faction.

You can't do the very first quests as another race, like levels 1-5. The rest you can though.

Any starting zone that is not instanced can be run by members of the same faction. Not all quests will be available, however.

^^^ What they said. It's really nice because I have done some of the starting zones countless times. It is fun to vary the questing experience a bit.
