ive killed garrosh maybe 8x or so. got a bonus staff on the last one lol. i did coin a WF bboy too so that works well. havent tried killing garrosh since so idk what i would get next.
ive gotten 4 heroic staff boa's off garrosh on my priest. pretty dumb
Did the staff have hit on it? No? Then its a resto item. Infact as it has crit, better than the 1H mace for rshamen.
Other facts:
1) The first per difficulty will be for your current loot spec. This means that yes hunters will end up with 3 bows (flex/normal/HC).
Most other specs are eligible for two or more. Be happy if you get the Agi staff on a monk, its better than a single 1H axe while levelling to 100.
2) Bad luck protection applies to the first drop per difficulty, but not thereafter.
3) Once you have one, its random among them all, you won't get one of each before duplicates unless you are very lucky.

So far i dint have single first roll HB running garrosh normal with 2 charracters now they become 3 .On mine hunter i get 2 caster shields onle from flex one from normal (ofc after bow) several months ago after that nothing there too
I really hope that curse of bad RNG to leave me before 6.0 where as we know the drop rate of blooms will be increased and first one will be guaranteed

Wowhead do not have stats on them, so i don't know if i'm lucky or not
I'd estimate it's a 5% chance and you're slightly unlucky (given bad luck protection on first loom of a difficulty over consecutive kills), but it could be lower than that.
@Demo That sounds above average to me.
Another anecdote, a friend used 13 characters to get all the looms on flex or higher difficulty. I believe he had over 200 kills before getting the last. (basically relying on the first heirloom per char to get a useful one nearly each time)
Ive killed Garrosh 53 times on 2 chars inculding both Flex and Normal
On my Tank monk(with brewmaster specialisation) ive gotten Agility Pole arm, 1hand agi Axe(got this first) and 1h Spell caster Mace
On my Priest(Disc specialisation) ive gotten 4 Spell caster maces, 1 is from Normal(got this first) and 3 is from Flex
11 Heroic kills - Caster Staff, Agility 2h, Bow
24 Normal kills - Caster Staff, Healer MH, Str 2H , Caster Offhand, Tank Shield
13 Flex Kills - 2 Caster Staffs, Agility 1h Axe

Wasn't there a tweet that stated that in 6.0 (the patch before WoD) you will get 100% drop chance on the first BoA for your mainspec if you haven't already had a drop?

With the release of Patch 6.0, the drop rate of the Heirloom weapons from Garrosh Hellscream on Normal, Heroic, and Mythic difficulties will be significantly increased.
Players who have yet to get any Heirlooms will have a 100% (guaranteed) chance of getting a spec-appropriate Heirloom when defeating Garrosh on Normal difficulty or higher.
The chance of receiving additional Heirlooms beyond the first will also be increased.

I think you're right about it being per difficulty. I've gotten the normal one but no heroic one yet, so I believe that if that's still true when 6.0 hits then I'll get a heroic one my first kill. At least I could swear I remember reading that's how it would work somewhere.
