ELVUI Chat bubbles issue

Hey Guys,

I currently run elvui and the chat bubbles aren't skinning for one of my toons.
All of my other toons are working OK, however this one isn't.

I've confirmed the following:

Chat bubble backdrop settings the same
Using the same profile as the other toons
Ensured that the skinning settings are the same
Turned off UAC (Running windows 8.1)
Turned off Smartscreen
Ensured full permissions to "Everyone" is set on my C:\ drive (this should include all temp directories)
Ensured "Read Only" is disabled for everything on C:\

Yet I still can't figure it out
Any ideas would be fantastic

Second, turn off all your other addons and test it then

Hi, I've made the Chat Bubbles Style to be "Skin Backdrop" (same as my other toons) and still no dice.
I've also disabled all addons except for elvui, and it's still happening.

Any further ideass?
