Not fully finished/guarateed thing, but something they want yes. Not sure if you've seen the level 100 talents, but this is how they want to accomplish what you said for moonkin and shadow.

Moonkin likely insect swarm single tar/few sporadic adds, Sunfall for constant spread cleave (think council fights where multidotting is helpful), Equinox is in a weird spot atm, but looks good for constant aoe which is really rare like Galakras.
