It's not the sword that held all of the power. It was the Helm of Domination. Ner'zhul was able to raise and control undead in great numbers long before Arthas held Frostmourne.

Unlimited power? The sword was merely crafted to steal souls and powerful runes were inscribed into, but it was by no means a way to obtain unlimited power, though the Nathrezim really can forge badass blades. Originally Posted by Unholyground

Maybe Wrathion should have gone to Icecrown and defrosted Bolvar instead of sending Garrosh back in time.
