Can Bolvar even raise new undead without the sword? Tirion sorta broke it.

It's not the sword that held all of the power. It was the Helm of Domination. Ner'zhul was able to raise and control undead in great numbers long before Arthas held Frostmourne.

The sword was a tool to allow him to gain unlimited power not to control the dead.

Unlimited power? The sword was merely crafted to steal souls and powerful runes were inscribed into, but it was by no means a way to obtain unlimited power, though the Nathrezim really can forge badass blades.

Maybe Wrathion should have gone to Icecrown and defrosted Bolvar instead of sending Garrosh back in time.

It is doubtful bolvar comes close to being as useful as an entire world full of resources and potential recruits.

After the fucked up Warlords timeline i doubt that we will get anything in that direction.
