It was a tossup between Exodar and Shrines but then I never had to go to Exodar, so Shrine it is.

Apart from the fact that Shattrath and Dalaran are neutral cities and the shrines aren't capitals in any way, shape or form, then I'd pick Silvermoon. Horrendously difficult to navigate and stuck in the middle of nowhere.

If we only count faction capitals, definitely Orgrimmar.
