Bartender tooltips halp

So I'm using Bartender4 and on only 1 toon I have an issue where the tooltips don't show unless i hold down shift. I never set a modifier so I'm not sure how one got set and I'm not sure where I can change it. If anyone has any idea I'd appreciate the help

Do you have any tooltip addon installed? (e.g. tiptac)

Bartender only has "enable/disable/disable in combat" options for tooltips afaik.

No tooltip addon. My UI has a tooltip extension but it just changes the appearance. I also disabled that extension and it didn't solve it.
