WoD Beta: Are Crafted item upgrades BoP?

Looking on the WoD.Wowhead DB, it does not say the item upgrades are BoP, it also doesn't say if using an upgrade on the BoE item makes it soulbound. That said, my questions are:

#1: Can I Trade/Sell Item Upgrades?

#2: Does using an upgrade on an item make it soulbound?
