Breath of Fire Incapacitate

Is anyone else noticing that the disorient debuff does not require Dizzying Haze as long as you have the Glyph of Breath of Fire? Without the glyph you can’t incapacitate even with Dizzying Haze. Hopefully they will leave it that way and correct the tooltip.
