COP Dotweave stats confused as hell!!!

Hello i am trying my best and i have never ever been confused about statweights in my life as the cop statweights.
Ok here we go

I simmed my own character and now it says - Int SP Mastery Crit Mult Haste Vers
Scale Factors 4.39 3.98 2.12 1.61 1.60 1.56 1.36


Ok now on icy veins it says
1. Intellect
2. Spell Power
3. Multistrike
4. Critical Strike
5. Haste
6. Versitility
7. Mastery

and now howtopriest

Int = 1.0000
Spell Power = 0.8820
Crit = 0.5522
Haste = 0.5796
Mastery = 0.5210
Multistrike = 0.5749
Versatility = 0.4863
DPS (Pure Damage) = 0.1572

And i asked a few people and they said haste and crit and that haste wins as there is alot of movement in the new raids and this is from a priest that was pulling 24k sustained on a world boss.

Now what the hell do i go for what stat prioity is more correct as im getting confused.

Basically we want everything. You can carry around different gearsets for some fights. For example a mastery set for Butcher. The right answer is that it is no right answer it all depends on the fight.
