I'm confused about this. Hopefully it's not just me going mad and there is a logical explanation.

At best I can find maybe 6.3 TB of disk usage. No where near 15 that Windows seems to think is in use.

Problem with thin provisioning in Storage Spaces is that full disks will unmount themselves automatically which is going to confuse shit. You're also running parity mode with different sized drives which is what is throwing off the usage meter.
