They ended concept for new xpac in the december of 2014.
Its not possible to introduce so many plot lines and so various characters in 0.5 - 1 year. They couldnt do this for TBC and WotlK which were developed for couple years.
On other hand they could just do this on the utter shit level of quality.

It was, from the beginning, a premature criticism. They said at Warlords announcement that they were working on two expansions at once, that it was the whole point of the increased team size.
