1 - Can go anywhere they have seen before instantly. Wouldn't work if there is a solid object in that spot that wasn't there in your memory.(Aka a building)
2 - Travel sucks, traffic sucks, gas sucks
3 - New forms of security would need to be found. Something like a teleport detector that goes off when someone teleports near. Travel costs would be non-existent. People could live anywhere and still make it to work very easily. Would be very hard to commit a violent crime on another person when they can just poof out of there. Extremely violent crime, like bombings, would become pretty easy to pull off though.

I would be interested in seeing what would happen.
