So yeah, the Tu-22M can use AS-15 missiles (can carry 8 in total).
The treaty means it cannot be set up to carry them, the same reason the refueling probes had to be removed. So no, at this time they CANNOT use them. They were tested on the Tu-22M, but not actually deployed. Again, there is more than just being able to attach a missile to a pylon to make it actually usable.

The Tu-22M has seen combat, it even has seen combat loss. Yes, they finally showed they can almost match what the US could do 25 years ago, really impressive message.....

Oh the big message from the ship launched missiles is that the blue water portion of the Russian Navy is still behind the times.

The refueling probes are stored at the airbases, they are screwed in if needed but the planes cannot be sent out with them or it violates the treaty, the same goes for the AS-15/KH missiles, they can be fitted to the planes and the planes are fully capable of using them however they cannot be sent out with them or it violated the treaty. Like I said this whole thing was a show of capability, a statement. The Tu-22M didn't carry any missiles but potentially they could have carried 8 each, just like the Tu-160 could have carried 12 each and the Tu-95 could have carried 16 each.

Needing to modifying a plane to use something does not make it set up to carry them, there is no evidence that the required equipment even exists in numbers. It is like saying the F/A-18 is a nuclear capable aircraft or the B-1B is capable of launching ALCMs. Face it, the Tu-22Ms were used because they actually needed them to inflict damage, even if it was with iron bombs.
