Frost strike in Legion

The ability in Legion:
"Chill your weapons with icy power, and quickly strike the enemy with both weapons, dealing a total of [ 2.000 * 1% of weapon damage ] Frost damage."

Does anyone know if this means that the ability is a two-weapon strike that deals one massive portion of damage? Or will there still be multiple hits, but the spell just specifies the total amount? I would love to have it deal one big strike such as two-handed frost obliterates did before.

Probably the same as it is on live servers now. Combat log will say Frost Strike and Frost Strike (Off-hand).

I suppose the 30% Frost damage with Obliterate will be a separate number too?

It will probably just register as one hit like mutilate does. It also now only costs 20 RP.

mutilate count as two hit. mutilate and mutilate off hand.
